T&H has experience converting historic buildings into housing using a combination of state and federal historic tax credits. This financing tool is an indirect subsidy to finance the rehabilitation of historic buildings that would otherwise remain vacant and unoccupied.

HOME Investment Partnership Program
T&H uses HOME funds to help finance affordable housing projects. These funds are awarded to participating jurisdictions and allow state and local governments to make direct low interest loans to affordable housing projects

T&H partners with FHL Bank members to apply for AHP funding. This funding finances the purchase, construction, or rehabilitation of affordable housing and is offered through a competitive funding round each year.

Jana Hageman is the founder and President of T&H Investment Properties and T&H Construction Properties. In 2010, Jana joined the law firm of Bose McKinney and Evans and practiced in their Real Estate Group . In 2011, Jana founded T&H Investment Properties LLC and in 2013 she started Hageman Group with her husband Shane. Jana currently serves as President of T&H Investments, a full-service WBE certified real estate development company based in Indianapolis, Indiana. T&H specializes in the development, construction, and management of affordable, workforce, and supportive housing. Jana is also a member of the Board of Directors for Hageman Group, a privately owned company headquartered in Indianapolis that manage assets and investments with a focus on agriculture and real estate.

Duane Miller has been involved in real estate development and construction since 1992. He seeks new opportunities in affordable housing, mixed-finance, and mixed-income projects. He works with cities and not-for-profits to leverage private dollars with public resources to development investment opportunities in distressed areas.
Duane managed a not-for-profit community development corporation with $33 million in assets and served as the senior vice president of Flaherty & Collins leading over $900 million in affordable development projects over the last 27 years. Duane joined T&H Investments in 2019 as owner and CE0 and co-founded T&H Construction in 2020. Duane’s background provides him with an understanding of the mission of investing in people, while providing safe quality affordable housing to communities. Professional Experience
Stan Jackson is President of T&H Mid-Atlantic, a real estate development company owned by Anacostia Economic Development Corporation, (AEDC) and T&H Investment Properties. AEDC is a leading District of Columbia non-profit economic development organization.
Stan is an accomplished development and financial leader, with over 30 years of housing and economic development experience. He has served in key public leadership roles, including Vice President of Virginia National Bank, Director of the District of Columbia Customer Service and Real Property Assessment Services Administration; Chief of Staff to the District of Columbia Office of the Chief Financial Officer (OCFO); Director of the District of Columbia Department of Housing and Community Development (DHCD); District of Columbia Deputy Mayor for Planning and Economic Development (DMPED); and Acting President of the University of the District of Columbia.
As Director of DHCD, Mr. Jackson oversaw a $250 million budget, and spearheaded the District’s participation in the development of over 6,700 units of newly constructed and rehabilitated affordable housing for seniors, special needs, and very low-to-moderate income District residents.
During his tenure as Deputy Mayor for Planning and Economic Development, Mr. Jackson oversaw the creation of the Site Acquisition Funding Initiative, a low-cost source of revolving site-acquisition and predevelopment funds for non-profit developers. As Deputy Mayor, Mr. Jackson also directed the District’s participation in the development of $2.5 billion in residential, commercial, and entertainment development in downtown District of Columbia, representing the revitalization of the city’s geographic core.
Stan has been a resident of the District of Columbia for more than four (4) decades, and currently resides in the Ward 8 community.

Chad Garrett
President of Construction
As Sr. Vice President of Construction for TWG Development, Chad was responsible for $500+ million in new apartment construction. Leveraging a team approach, where respect for people was the foundation, he led the development of a consistent and predictable process for the 120+ team members.
Chad joined T&H in 2021 as the President of Construction to oversee pre-construction and construction operations. He is a process improvement strategist, solidly grounded in lean construction principles and relationship-oriented production management.
He has over 27 years of construction management and leadership experience, on a national level, leading large team efforts in the planning and construction of dense urban residential high rises, parking structures, affordable housing, historic rehabilitations, skilled nursing facilities, class A office and government building projects. His broad experience in multiple development categories lends to the apprehension of the complex organizational needs required for successful projects.

Kara Polston

Kara began her career as a Tax Accountant at Dauby O’Connor & Zaleski, LLC, a Certified Public Accounting firm located in Carmel, Indiana specializing in the affordable housing and community development industries. Her primarily focus was the preparation and review of partnership tax returns, including those entities owning real estate assets and flow through entities, such as general partners and investor funds.
After five years, Kara transitioned to RealAmerica companies, a for profit real estate developer, general contractor and management agent in Indianapolis, Indiana. As Controller for RealAmerica, Kara handled and managed the Accounting Department, overseeing pre-development, construction and management accounting for affordable, market rate and self storage real estate entities. Her duties included assisting with project closings and due diligence, submittal of monthly draw packages to lenders and investors, and issuance of monthly financial packets to lenders and investors.

Ana Gallardo is the Executive Vice President of Development of T&H Investments. Ana has over 20 years of diverse experience in Low Income Housing Tax Credit syndication, real estate acquisition, development, finance, and asset management. She worked for Alliant Asset Management from May 2000 through December 2019 where she managed the acquisition and syndication process and was the central point of contact working with all stakeholders during the entirety of the transactions. During her career at Alliant Asset Management, she closed 163 LIHTC transactions in 30 states with a total equity investment of approximately $1.4 billion, which represented approximately 20% of the total equity syndicated by Alliant as of the end of 2019. In January 2020, she transitioned to Alliant Strategic Development in a similar role to bring her extensive experience in financing, due diligence, and transactions to help organize the new subsidiary of Alliant.
